fix: use discriminated union for get() result with retryAfter

ArtifactsGetRepoResult is now:
  | { status: 'ready'; repo: ArtifactsRepo }
  | { status: 'not_found' }
  | { status: 'importing'; retryAfter: number }
  | { status: 'forking'; retryAfter: number }
