Move `pendingExternalMemoryUpdate` into `ExternalMemoryTarget`.

Since there's only one `ExternalMemoryTarget`, this works, and it will make it easier to fix the thread-safety issue if the isolate is currently being destroyed in another thread. (But this commit doesn't yet actually fix that issue.)
