Refactor: Merge clearDestructionQueue() and clearPendingExternalMemoryUpdate().

The new method is called applyDeferredActions().

I was confused by the name `clearPendingExternalMemoryUpdate()` because based on the name I thought it would simply set the value to zero, not apply it. But then I noticed that it's called from the exact same places as `clearDesturctionQueue()`, and the word "clear" probably came from there. Let's just merge these together and give them an understandable name.
