Fix STW leak: Handle exceptions in `TailStreamWriterState::pump()`.

Since exceptions weren't handled here, if the RPC failed for any reason, `current->capability` was never cleared, and so the completion membrane in `TailStreamCustomEvent::sendRpc()` never signaled completion, and `sendRpc()` would hang.
