Drive-by: Declare TailStreamWriterState::pump() `static`.

This is important since the task is placed in `waitUntilTasks` where it may actually outlive the `TailStreamWriterState`. Luckily, it holds a strong ref to `Active` which is the only thing it actually uses, so declaring it `static` just works.
