Load Python setup code statically instead of from r2 capnp bundle

We will keep loading emscriptenSetup.js, pyodide.asm.wasm, and
pyodide.asm.js from the r2 capnproto bundle since they change with
each Pyodide version. The rest of the setup code we are sharing
across versions and it just gets in the way to load it dynamically.
