Pass messages logged by logWarning to the tail worker.

Messages logged by logWarning can contain critical information about the
operation of the worker, including warnings about bugs and incorrect
usage of APIs.
Today, those warnings are only visible in local dev even though some of
these warnings are only defined in the internal repository meaning they
are only visible with `wrangler dev --remote`.
To amend this confusing behaviour this commit passes all such warnings
to the tail worker as warning logs.
