[nfc] Clean up JSG and perfetto includes, pull in capnproto include cleanup

This brings us significantly closer to IWYU. Total include size improves
significantly by reducing exposure to perfetto and improvements in the
underlying capnproto change.
Includes slight buildifer cleanup.
