Refactor FormData parse (#3848)

One place of the internal project requires FormData parsing but
parses outside of the isolate lock and does not actually need the
FormData API itself. This separates that parsing path out so that
the FormData object itself is not needed. This is in preparation
for changing jsg::alloc<T> to js.alloc<T>.
