[build] 05-19-25 Roll deps

- Rolling Rust deps appears to require bzlmod as of Bazel 8. Enable that and
  port rules_java (which is not used by us but only internally within Bazel, so
  it is acceptable for it to become outdated) to it while we're at it.
- Manually update tcmalloc
