webgpu: remove device.SetUncapturedErrorCallback()

Replace the deprecated device.SetUncapturedErrorCallback() with setting
the callback in the descriptor used to create the device itself. Needed
to create a context to pass on to the callback that will be later on
updated when we create the JSG device object, which implements
EventTarget.
