[build] Roll pnpm dependencies (#2749)

* Roll pnpm dependencies

Some updates are not included to avoid breakage (kicking the can down the road),
but we make progress on a number of packages.

* Update workerd NPM package deployment target to node18

Node 16 has been EOL since August 2023.

* Roll esbuild 0.15 : 0.21
