Add typings guidance to AGENTS.md based on review patterns

Add detailed guidance for adding/updating TypeScript types to
types/AGENTS.md covering: where type changes belong (C++ RTTI vs
JSG_TS_OVERRIDE vs defines/), naming conventions for ambient types,
interface design patterns, snapshot regeneration, type tests, and PR
hygiene.

Add three typings-specific anti-patterns to root AGENTS.md: no generic
ambient type names, no bare object types, no direct snapshot edits.
Cross-reference types/AGENTS.md from the Where to Look table.
