WPT fetch api tests (#3662)

* wpt_test.bzl: Organize functions + more robust path handling

* harness.ts: Add new assertions, enable fetch, run tests in block scope

* fetch/api-test.ts: Initial triage of fetch API tests

Try to block some brittle tests

* Use sidecar to run wpt serve

* Clean up as a result of pulling main

* Re-implement path.relative() for robust path manipulation
