Cleanup: Don't have ExternalMemoryTarget friend IsolateBase.

This friendship felt ugly as it meant the internal atomics of ExternalMemoryTarget were exposed to a fairly large area, making it hard to prove that they were used correctly. This does mean we have to expose some new methods publicly, but they are much narrower-purpose methods which are easier to feel comfortable about.
