container: Add setInactivityTimeout definition (unimplemented)

It's completely legitimate for a container runtime to keep the container
up after a DO disconnect. This new method allows the user to configure
how long does the container should stay up (if there is no activity).

Inactivity is defined by a DO shutting down due to inactivity, and
dropping the container capability.
