Refactor: Initialize `transient` on first call to `Actor::getTransient()`.

This gets it out of the constructor. It turns out this is the only thing in the whole constructor that required the isolate lock!

(Note that `transient` is only ever used with old-style non-class-based, Service-Workers-syntax actors, which were never released publicly and we might be able to remove entirely... but not in this PR.)
