Add workflowsPreserveNonRetryableErrorMessage compat flag

Adds a new experimental compat flag at @169 that, when enabled, preserves
the error message and name on exceptions thrown by NonRetryableError in
Workflow steps, instead of replacing them with a generic string.

The flag is experimental only with no enable date yet.
