[build] Simplify V8 build configuration, minor build updates

- V8 defaults to C++20 as of version 12.7, drop the corresponding override.
- With https://github.com/google/tcmalloc/pull/239 being merged, updating
tcmalloc has been unblocked.
- Roll rust deps, apple_support
