[build] Bazel 8-related cleanup

With the Bazel 8 update being stalled, port some cleanup and minor fixes from
the bazel-8 branch, which improves downstream Bazel 8 compatibility.

- Add rules_shell support
- Update tcmalloc to version supporting Bazel 8
- Drop `testonly = False` on a ts_project, this is already the default
