* chore: move easy http_archive calls from WORKSPACE

Note, I also updated the git_repository rules, which cannot participate in the repository cache.
Should make CI faster by improving caches.

* change to tar.gz archive URLs

* fix

* fix integrity for zip -> tar.gz

* fix: remove rules_license dep

* use MODULE.bazel file for all deps that are on BCR, then override

* chore: add MODULE.bazel files

* change name back to com_google_tcmalloc

* chore: restore files
