[build] Update to Bazel 8.5.1, minor build cleanup

- Set the newly introduced --incompatible_remote_local_fallback_for_remote_cache
  flag so that if remote cache entries fail to materialize we can continue
  building locally instead of giving up. This should address some rare CI
  failures.
- Drop empty rust cc_library that is now unused (target from rules_rust is used
  instead)
- Don't declare unused variable in Rust module extension
