[o11y] Refactor tracing::Attribute

- Use ConstString in attribute to reduce memory allocations, as with existing
  span tags
- Deduplicate capnp span tag/attribute definitions
- Deduplicate attribute operations
- Fold up some kj::Vector instances using KJ_MAP
