EW-9285 [o11y] Fix STW stream cancellation warnings further; Return STW outcome properly

The recent drain() change causes us to drain properly when there is an
exception, but also caused (largely benign) stream cancellation warnings on RPC-
based requests to appear due to a race condition. Always awaiting the completion
promise allows us to avoid this.
