EW-9366 [o11y] Fix STW span event timestamps

We currently provide the same timestamp for span start and end events as both
are reported at the end time and timestamps are based on when the tail worker
receives events. Switch back to the behavior used prior to #4419 (using time
stamps as defined in the completed span struct).
