Add js.alloc<T>(...) and mark jsg::alloc<T>(...) deprecated (#3855)

* Add js.alloc<T>(...) and mark jsg::alloc<T>(...) deprecated

* Trivial jsg::alloc<T> to js.alloc<T> conversions

* Convert less trivial jsg::alloc uses to js.alloc

* Update types after jsg::alloc change

Types got updated for silly reasons (renaming args). There shouldn't
be any functional changes to the types tho
