Make it possible to construct a DurableObjectNamespace more dynamically.

Prior to this, a DurableObjectNamespace API object could *only* represent a binding, since it wrapped an I/O channel number.

This change allows a caller to specify an alternate callback to construct stubs in the namespace. This is intended to be used by an internal privileged API which can dynamically construct DO namespace bindings for any namespace (given the appropriate keys, etc.).
