Fix template popup placement and instant hover color swaps

Render the template dropdown through a portal to document.body so it
escapes the sidebar's transformed containing block — fixes the popup
appearing detached from its trigger and the horizontal scrollbar from
the 320px popup overflowing the 288px sidebar.

Swap transition-colors for transition-transform on hover-interactive
elements so color/background changes apply instantly instead of
interpolating through brighter intermediate shades.
