repo: upgrade to Go 1.27.1 and refresh dependencies

Update 19 direct Go dependencies and their resolved transitive dependencies.
Synchronize the Go version across Docker, GitHub Actions, Anvil, and docs,
and update CodeQL actions to v4 for the current Go analysis bundle.

Fix stale buffered-pipe deadline callbacks exposed by certificate recovery
validation. Validate SAN-only leaf certificates in the development checker
and propagate its exit status. Add deadline, certificate, and Sentry
regression coverage, and record the upgrade assessment and verification.

Validation: make full_test TIMEOUT=600s (including make test), make
integration_test TIMEOUT=600s, release and compatibility builds, Docker
platform builds, development and production container builds, five-node
certificate recovery, and govulncheck with no called/imported findings.
