kv/sqlite3: fix TestLeaseAcquisitionAndRenewal

`TestLeaseAcquisitionAndRenewal` consistently fails on Windows CI build:

Adding `time.Sleep` to ensure that the clock actually advances
should be sufficient to fix the flaky test.
