tun/gateway: use single httputil.ReverseProxy entry

This removes the need of having 2 ReverseProxy and use a single
ReverseProxy and select the appropriate http.Transport based on client
HTTP request version.

Other changes in this commit:
	spec/tun: increase buffer size to 8k
	tun/gateway: increase proxy buffer size to 8k
