repo: upgrade to Go 1.26 and migrate reverse proxy rewrites

- bump toolchain references across go.mod, CI workflows, Dockerfiles, Jenkins, and docs
- update Go dependencies and protoc (34.0), then regenerate protobuf outputs
- switch gateway/internal and tunnel client reverse proxies from Director to Rewrite
  with explicit host and forwarded-header handling
- apply newer Go idioms across code/tests (range-over-int, any, t.Context, slices/Cut APIs)
- refresh tunnel UI lockfile after dependency updates
